| Abstract | Digital transformation has become a significant driver of innovation within public sector organizations by enabling improvements in service delivery, administrative efficiency, citizen engagement, and institutional performance. The integration of emerging technologies such as artificial intelligence, cloud computing, big data analytics, digital platforms, and automation systems has created new opportunities for modernizing traditional public administration structures. This conceptual research article examines public sector innovation through digital transformation strategies by analysing technology adoption approaches, governance frameworks, organizational capabilities, and innovation mechanisms. The study explores how digital transformation enables public institutions to develop citizen-centred services, improve decision-making processes, enhance operational efficiency, and strengthen transparency. A conceptual research methodology is adopted through the analysis of existing scholarly literature, digital government frameworks, public innovation models, and technology governance approaches. The findings indicate that successful digital transformation strategies can improve public sector innovation by supporting agile governance, data-driven decision-making, collaborative service development, and institutional modernization. However, challenges related to organizational resistance, cybersecurity risks, digital skills gaps, infrastructure limitations, and policy adaptation remain significant concerns. The study concludes that sustainable public sector innovation requires integrated digital transformation strategies combining technological advancement, organizational change, responsible governance, and citizen-focused approaches. |
