Regulatory Challenges of Autonomous Intelligent Systems

Author(s) Prof. Niloufer Selvadurai

Abstract Autonomous Intelligent Systems (AIS) represent a major advancement in artificial intelligence, robotics, autonomous vehicles, intelligent agents, and automated decision-making technologies. These systems are increasingly being integrated into healthcare, transportation, manufacturing, defence, public services, and commercial applications. While autonomous technologies provide significant opportunities for improving efficiency, safety, and innovation, they also introduce complex regulatory challenges related to accountability, transparency, safety assurance, ethical responsibility, cybersecurity, and legal compliance. This conceptual research article examines the regulatory challenges associated with autonomous intelligent systems by analysing governance frameworks, legal approaches, ethical principles, risk management strategies, and technological oversight mechanisms. The study explores how regulatory systems can address the unique characteristics of autonomous technologies while supporting responsible innovation.
A conceptual research methodology is adopted through the analysis of existing scholarly literature, AI governance frameworks, autonomous technology policies, and regulatory approaches. The findings indicate that effective regulation of autonomous intelligent systems requires adaptive frameworks combining technological assessment, human oversight, accountability mechanisms, and international cooperation. However, challenges related to technological complexity, liability determination, regulatory uncertainty, safety validation, and ethical decision-making remain significant concerns. The study concludes that future autonomous system governance requires flexible and collaborative regulatory approaches capable of balancing innovation with safety, accountability, and societal protection.
