Abstract Emerging technologies such as artificial intelligence, biotechnology, advanced manufacturing, quantum computing, renewable technologies, and digital platforms are reshaping economic, social, and industrial systems. The rapid development of these technologies has created significant opportunities for innovation-driven growth while also introducing challenges related to regulation, investment, ethical responsibility, and societal adaptation. Innovation policy frameworks have become essential mechanisms for supporting emerging technologies by creating favourable environments for research, development, commercialization, and responsible adoption. This conceptual research article examines innovation policy frameworks that support emerging technologies through analysis of strategic policies, governance models, research ecosystems, investment approaches, and collaborative innovation mechanisms. The study explores how governments, industries, and research institutions develop policies that encourage technological advancement while maintaining sustainability, inclusiveness, and responsible innovation principles.
A conceptual research methodology is adopted through the analysis of existing scholarly literature, innovation strategies, technology governance models, and emerging technology development frameworks. The findings indicate that effective innovation policies strengthen technology ecosystems by supporting research capacity, entrepreneurship, knowledge exchange, infrastructure development, and responsible technology deployment. However, challenges related to policy adaptation, regulatory uncertainty, investment limitations, skill gaps, and ethical concerns remain important barriers. The study concludes that flexible and collaborative innovation policy frameworks are essential for enabling sustainable development and responsible advancement of emerging technologies.
