| Abstract | Digital governance has emerged as a significant approach for improving transparency, accountability, efficiency, and citizen participation in modern public administration systems. The increasing adoption of digital technologies, including artificial intelligence, cloud computing, blockchain, big data analytics, and online service platforms, has transformed the relationship between governments and citizens. This conceptual research article examines digital governance models and their role in developing transparent public administration frameworks. The study explores how digital transformation supports open information access, efficient public service delivery, institutional accountability, and participatory governance. A conceptual research methodology is adopted through the analysis of existing scholarly literature, e-governance frameworks, public administration models, and digital transformation strategies. The findings indicate that digital governance models provide significant opportunities for improving administrative transparency, reducing inefficiencies, strengthening accountability mechanisms, and enhancing citizen engagement. However, challenges related to digital inequality, cybersecurity, privacy protection, technological infrastructure, and organizational adaptation remain important concerns. The study concludes that effective digital governance requires an integrated approach combining technological innovation, institutional reform, ethical data management, and citizen-centred public administration. |
