| Abstract | The rapid expansion of Artificial Intelligence (AI) technologies across social, economic, governmental, and organizational environments has created significant opportunities for digital transformation while simultaneously introducing complex ethical, regulatory, and societal challenges. Emerging digital societies increasingly depend on AI-driven systems for decision-making, service delivery, automation, and information management. However, ensuring that these systems operate fairly, transparently, and responsibly requires effective AI governance models capable of balancing technological innovation with human values and societal expectations. Responsible AI governance focuses on establishing structured principles, policies, monitoring mechanisms, and accountability frameworks to guide the ethical development and deployment of artificial intelligence systems. This study examines responsible AI governance models designed for emerging digital societies by analysing their contribution to transparency, accountability, fairness, trust, and sustainable AI adoption. The research explores how governance mechanisms support ethical AI implementation through risk management, human oversight, explainability, and responsible decision-making processes. A simulation-based analytical framework is developed to compare conventional AI management approaches with responsible AI governance models using evaluation indicators including ethical compliance, transparency effectiveness, public trust, and governance performance. The findings demonstrate that responsible AI governance models provide significant improvements in managing AI-related risks and strengthening confidence in digital systems. The results indicate that effective governance frameworks help organizations and societies achieve a balance between innovation and ethical responsibility by integrating regulatory principles, technological safeguards, and human-centered approaches. The study further highlights that responsible AI governance is essential for reducing algorithmic bias, improving accountability, and supporting inclusive digital transformation. The research contributes to emerging discussions on AI governance by presenting responsible governance models as strategic frameworks for future digital societies. The integration of ethical principles, transparent processes, and continuous evaluation mechanisms can support the development of trustworthy AI ecosystems capable of delivering social and technological benefits. |
