Abstract Climate change has emerged as one of the most complex environmental governance challenges, affecting ecological systems, economic stability, public health, and social resilience. Increasing frequency of extreme weather events, rising environmental uncertainties, and changing climatic conditions require effective governance frameworks capable of managing environmental risks and supporting long-term adaptation. Climate governance provides an institutional approach for coordinating policies, strengthening resilience, and promoting collaborative responses among governments, organisations, communities, and environmental stakeholders. This study examines the role of climate governance in managing environmental risks by analysing how institutional capacity, policy coordination, adaptive strategies, and collaborative governance mechanisms influence climate resilience outcomes.
The research adopts an analytical framework based on climate governance maturity, institutional preparedness, adaptation capability, risk management effectiveness, and sustainability performance. A structured evaluation approach is applied to assess how governance systems respond to environmental challenges and support climate adaptation. The findings indicate that advanced climate governance frameworks improve institutional readiness, enhance risk management capabilities, and strengthen environmental resilience. However, challenges related to institutional fragmentation, resource limitations, technological gaps, and implementation difficulties continue to affect effective climate action.
The study highlights that successful climate governance requires integration between scientific knowledge, institutional coordination, policy innovation, and community participation. Environmental risk management cannot rely solely on technological solutions; it requires comprehensive governance systems capable of adapting to changing climate conditions. The research contributes to environmental policy and sustainability studies by demonstrating the importance of institutional responses in developing resilient and adaptive climate governance frameworks.
