| Abstract | The rapid expansion of digital technologies has transformed the delivery of public services by enabling governments to provide faster, more efficient, and accessible administrative solutions. Digital platforms are increasingly used for healthcare services, education systems, welfare programmes, taxation, public information access, and citizen engagement. However, unequal access to digital infrastructure, limited digital literacy, affordability constraints, and accessibility barriers continue to create challenges for inclusive participation. Digital access has therefore become a fundamental requirement for ensuring that all citizens can benefit from technology-enabled public services. This study examines the role of digital access as a foundation for inclusive public service delivery by analysing how connectivity, digital skills, accessible platforms, and citizen engagement mechanisms influence equitable governance outcomes. The research adopts an analytical framework based on digital accessibility, service inclusion, citizen participation, technology adoption capability, and public service effectiveness. A structured evaluation approach is applied to assess how digital inclusion strategies contribute to reducing inequalities in public service access. The findings indicate that improved digital access enhances service availability, increases citizen participation, improves administrative efficiency, and strengthens inclusive governance. However, challenges related to infrastructure gaps, digital literacy limitations, privacy concerns, and unequal technology adoption remain significant barriers. The study highlights that digital transformation of public services must focus not only on technological development but also on ensuring equal opportunities for participation. Effective digital inclusion requires investment in connectivity, digital education, accessible design, and citizen-centred governance approaches. The research contributes to digital governance and public administration studies by demonstrating the importance of digital access as a foundation for creating inclusive, responsive, and equitable public service systems. |
