| Abstract | The rapid adoption of artificial intelligence and algorithmic systems within public administration has transformed the way governments deliver services, allocate resources, and make administrative decisions. Algorithm-based systems are increasingly used in areas such as welfare distribution, healthcare management, taxation, law enforcement, public employment services, and citizen support platforms. These technologies provide opportunities for improving efficiency, consistency, and decision-making capacity; however, they also introduce significant ethical challenges related to fairness, transparency, accountability, privacy, and human oversight. This study examines the ethical challenges associated with algorithmic public administration by analysing how automated decision-making systems influence governance practices and citizen outcomes. The research adopts an analytical framework based on algorithmic fairness, explainability, accountability mechanisms, data governance, and responsible artificial intelligence implementation. A structured evaluation approach is applied to assess how algorithmic systems affect administrative effectiveness while considering ethical risks. The findings indicate that algorithmic governance can improve administrative efficiency and service responsiveness; however, risks related to biased outcomes, limited transparency, data misuse, and reduced human control require careful management. The study highlights that responsible algorithmic public administration requires a balanced approach combining technological innovation with ethical governance principles. Effective implementation depends on transparent algorithms, continuous monitoring, regulatory frameworks, human supervision, and inclusive design practices. The research contributes to digital governance and public administration studies by demonstrating the importance of ethical frameworks for ensuring that artificial intelligence-based systems support fair, accountable, and citizen-centred government services. |
