| Abstract | The increasing complexity of social challenges has created the need for innovative approaches to public policy development that promote inclusion, participation, and equitable outcomes. Traditional policy-making approaches often face limitations in addressing diverse community needs due to centralised decision-making structures, limited stakeholder involvement, and difficulties in reaching vulnerable populations. Social innovation has emerged as an important approach for transforming public governance by encouraging collaborative solutions, community participation, and new models of service delivery. Through partnerships among governments, communities, social organisations, and private actors, social innovation provides opportunities for developing more responsive and inclusive public policies. This study examines the role of social innovation in supporting inclusive public policy development by analysing how collaborative governance mechanisms, community engagement strategies, and innovative service models influence policy effectiveness. The research adopts an analytical framework based on social innovation capacity, participatory governance, policy accessibility, community empowerment, and social impact outcomes. A structured evaluation approach is applied to assess how innovation-driven approaches contribute to inclusive policy transformation. The findings indicate that social innovation strengthens public policy systems by improving citizen participation, enhancing service responsiveness, supporting marginalised communities, and increasing policy adaptability. However, challenges related to institutional resistance, resource limitations, sustainability concerns, and stakeholder coordination continue to affect successful implementation. The study highlights that inclusive public policy development requires a shift from traditional government-centred approaches toward collaborative and community-oriented governance models. Social innovation should be supported through enabling policies, institutional flexibility, capacity building, and long-term stakeholder partnerships. The research contributes to public administration and social development studies by demonstrating the importance of innovation-based approaches in creating more inclusive, equitable, and responsive policy frameworks. |
