Blockchain Applications in Transparent Public Procurement

Author(s) Dr. David S. H. Ong

Abstract Public procurement represents a critical component of government administration, involving significant financial resources and affecting the delivery of essential public services. However, traditional procurement systems often face challenges related to transparency, accountability, inefficient processes, information asymmetry, and risks of unethical practices. The increasing demand for trustworthy and efficient public-sector systems has encouraged the exploration of blockchain technology as a potential solution for improving procurement governance. Blockchain-based applications provide decentralised data management, immutable records, traceability, and automated transaction verification, creating new opportunities for strengthening transparency and accountability in procurement processes.
This study examines the role of blockchain applications in improving transparency within public procurement systems by analysing how distributed ledger technology, smart contracts, and digital verification mechanisms influence procurement efficiency and governance outcomes. The research adopts an analytical framework based on blockchain adoption capability, transaction transparency, process efficiency, accountability mechanisms, and stakeholder trust. A structured evaluation approach is applied to assess how blockchain-enabled procurement systems contribute to improved public-sector governance. The findings indicate that blockchain integration enhances record traceability, reduces information manipulation risks, improves monitoring capabilities, and strengthens procurement accountability. However, challenges related to implementation costs, technical scalability, regulatory uncertainty, and institutional readiness continue to influence adoption effectiveness.
The study highlights that blockchain technology should be considered as a governance-enhancing tool rather than a standalone solution. Successful implementation requires supportive regulatory frameworks, technological infrastructure, skilled personnel, and organisational commitment toward digital transformation. The research contributes to public administration and digital governance studies by demonstrating the potential of blockchain-based systems in creating more transparent, efficient, and accountable public procurement environments.
