Technology-Enabled Governance Strategies for Disaster Risk

Abstract The increasing frequency and complexity of natural and human-induced disasters have created significant challenges for traditional disaster management approaches. Climate change, rapid urbanisation, population growth, and environmental degradation have increased the vulnerability of communities and infrastructure systems. In this context, technology-enabled strategies have emerged as important tools for strengthening disaster risk governance by improving prediction capabilities, enhancing emergency response, supporting data-driven decision-making, and increasing community resilience. Technologies such as artificial intelligence, Internet of Things (IoT), geographic information systems (GIS), remote sensing, satellite-based monitoring, and big data analytics provide new opportunities for transforming disaster governance frameworks.
This study examines the role of technology-enabled strategies in improving disaster risk governance by analysing how digital technologies influence risk identification, early warning systems, emergency coordination, and resilience-building practices. The research adopts an analytical framework based on technology adoption capability, disaster prediction effectiveness, response efficiency, information management, and governance performance. A structured evaluation approach is applied to assess how technology-driven solutions contribute to improved disaster preparedness and management outcomes. The findings indicate that technology integration enhances disaster forecasting, accelerates emergency response, improves resource allocation, and supports evidence-based governance decisions. However, challenges related to digital infrastructure limitations, data privacy concerns, technological accessibility, and institutional readiness continue to affect effective implementation.
The study highlights that successful technology-enabled disaster governance requires integration between advanced digital tools, institutional capacity, community participation, and effective policy frameworks. Technology alone cannot eliminate disaster risks; however, when combined with strong governance mechanisms, it can significantly improve preparedness, response capability, and long-term resilience. The research contributes to disaster management and digital governance studies by demonstrating the importance of technology-driven approaches in developing adaptive and resilient disaster risk governance systems.
