| Abstract | The transition from traditional industrial economies toward knowledge-based economies has increased the importance of innovation policy as a strategic instrument for economic development and global competitiveness. In contemporary economies, knowledge creation, technological advancement, research capabilities, and human capital development have become major drivers of productivity growth and sustainable economic progress. Innovation policies provide structured mechanisms for supporting research and development activities, encouraging collaboration between academic institutions and industries, promoting entrepreneurship, and strengthening national innovation ecosystems. However, the effectiveness of such policies depends on institutional capacity, investment priorities, regulatory frameworks, and the ability to transform knowledge into economic value. This study examines the relationship between innovation policy and the growth of knowledge-based economies by analysing how policy frameworks influence research capacity, technological adoption, innovation performance, and economic transformation. The research adopts an analytical framework based on innovation indicators, research capability measures, technology development outcomes, and knowledge ecosystem performance. A structured evaluation approach is applied to assess how innovation-oriented policies contribute to economic growth and competitiveness. The findings indicate that effective innovation policies enhance knowledge creation, improve technology adoption, strengthen industry collaboration, and support the development of high-value economic activities. However, challenges related to research investment gaps, skill shortages, policy implementation, and unequal innovation capacity continue to influence economic outcomes. The study highlights that knowledge-based economic growth requires more than technological investment alone. Sustainable innovation ecosystems depend on coordinated policies, strong research institutions, skilled human resources, industry participation, and supportive regulatory environments. The research contributes to innovation policy and economic development studies by demonstrating the importance of strategic policy frameworks in building competitive and knowledge-driven economies. |
