Open Government Data and Public-Sector Transparency

| Abstract | The increasing availability of digital technologies has transformed the way governments create, manage, and share information with citizens. Open Government Data (OGD) has emerged as an important mechanism for improving public-sector transparency, accountability, and citizen participation by enabling public access to government-generated information. Through open data initiatives, governments can promote greater visibility of administrative processes, support evidence-based decision-making, encourage civic engagement, and strengthen public trust. However, the effectiveness of open government data depends on factors such as data quality, accessibility, institutional commitment, privacy protection, and technological capacity. This study examines the relationship between Open Government Data and public-sector transparency by analysing how data accessibility influences accountability, citizen engagement, and administrative openness. The research adopts an analytical framework based on open data availability, transparency indicators, public trust measures, and institutional data governance practices. A structured evaluation approach is applied to understand how open data initiatives contribute to improving government responsiveness and democratic participation. The findings indicate that effective open data systems enhance transparency by reducing information barriers and enabling citizens, researchers, and organisations to evaluate public-sector activities. However, challenges related to data standardisation, privacy risks, institutional resistance, and unequal digital access continue to influence the success of open data programmes. The study highlights that Open Government Data should not be considered merely as a technological initiative but as a governance strategy requiring strong institutional frameworks, responsible data management, and citizen-oriented implementation. The research contributes to public administration studies by demonstrating how open data practices can strengthen accountability mechanisms and support more transparent, participatory, and trustworthy government systems. |
