| Abstract | The rapid advancement of Artificial Intelligence (AI) technologies has transformed contemporary societies by influencing decision-making processes across healthcare, finance, employment, education, public administration, security, and digital communication. While AI systems provide significant opportunities for improving efficiency, innovation, and problem-solving capabilities, their increasing integration into social and institutional environments has created complex legal and ethical concerns. Issues related to privacy protection, algorithmic bias, transparency, accountability, and human autonomy have raised important questions regarding the ability of existing regulatory frameworks to safeguard fundamental rights in an AI-driven world. This study examines the relationship between Artificial Intelligence regulation and the protection of fundamental rights by analysing how emerging governance approaches address risks associated with intelligent systems. The research adopts an analytical framework based on AI regulatory principles, rights-based governance models, and technology accountability mechanisms. A structured evaluation approach is used to examine major regulatory concerns, including data protection, discrimination risks, explainability requirements, and human oversight. The findings indicate that effective AI regulation requires a balanced approach that encourages technological innovation while establishing strong safeguards for individual freedoms and social justice. The study highlights that AI regulation cannot rely solely on technical standards but must incorporate legal accountability, ethical principles, and human-centred governance practices. Transparent decision-making mechanisms, responsible data management, and effective regulatory oversight are essential for ensuring that AI systems operate consistently with fundamental rights. The research contributes to discussions on technology law and digital governance by emphasising the importance of developing regulatory frameworks that protect individuals while enabling responsible AI development. |
