| Abstract | The rapid advancement of digital technologies has significantly transformed the functioning of public administration by introducing new approaches to governance, service delivery, transparency, and citizen engagement. Digital governance has emerged as an important mechanism for improving administrative efficiency, strengthening public communication, and increasing opportunities for citizens to participate in decision-making processes. Through digital platforms, governments can provide accessible services, collect public feedback, enhance accountability, and develop more responsive administrative systems. However, the effectiveness of digital governance depends on technological accessibility, public trust, digital literacy, institutional capacity, and inclusive implementation strategies. This study examines the relationship between digital governance and citizen participation in public administration by analysing how technology-enabled governance systems influence public engagement, transparency, and administrative responsiveness. The research adopts an analytical framework based on digital governance indicators, citizen participation measures, accessibility factors, and public service effectiveness. A structured evaluation approach is applied to understand how digital platforms contribute to participatory governance and improve interactions between citizens and government institutions. The findings indicate that digital governance mechanisms can significantly enhance citizen participation by improving information accessibility, communication channels, and opportunities for public involvement. However, challenges related to digital inequality, privacy concerns, technological barriers, and institutional readiness continue to influence the effectiveness of digital governance initiatives. The study highlights that successful digital governance requires more than technological adoption; it requires inclusive policies, citizen-centred design, transparent administrative practices, and continuous improvement of digital infrastructure. The research contributes to public administration studies by demonstrating how digital transformation can support democratic participation and create more responsive governance systems. |
