Abstract The rapid expansion of digital technologies has transformed social, economic, educational, and institutional systems worldwide. While technology-driven societies provide unprecedented opportunities for communication, knowledge access, employment, and public participation, unequal access to digital resources continues to create significant social disparities. Digital inequality extends beyond physical access to technology and includes differences in digital skills, affordability, quality of connectivity, and the ability to effectively utilize digital services. Addressing these inequalities has become essential for promoting inclusive digital development.
This study examines the relationship between digital inequality and social inclusion in technology-driven societies through a simulation-based analytical framework. The research evaluates the influence of digital access, technological literacy, internet affordability, digital participation, and institutional support on social inclusion outcomes. A simulated dataset representing different levels of digital inclusion was developed to analyse how variations in digital capabilities affect educational opportunities, employment participation, social engagement, and access to public services.
The findings indicate that improved digital accessibility and digital literacy contribute significantly to enhanced social inclusion. Communities with stronger technological capabilities demonstrate better participation in digital education, online employment opportunities, social networks, and digital public services. However, persistent challenges related to economic limitations, infrastructure gaps, demographic differences, and unequal digital skills continue to influence inclusive technology adoption.
The study highlights that digital inclusion requires a comprehensive approach combining infrastructure development, digital education, affordable technology access, and inclusive policy frameworks. The research contributes to understanding how technology-driven societies can reduce digital disparities and create equitable opportunities for diverse social groups.
