Open Banking and Consumer Control over Financial Data

Author(s) Michael Dowling
Country United States
Abstract The development of open banking has transformed the structure of modern financial services by enabling secure data sharing between consumers, financial institutions, and third-party providers. By using digital technologies and application programming interfaces (APIs), open banking allows consumers to access personalized financial services while gaining greater control over their financial information. This transformation has created new opportunities for financial innovation, competition, and consumer empowerment.
This study examines the relationship between open banking and consumer control over financial data. The research explores how data ownership, consent management, privacy protection, digital transparency, and financial service personalization influence consumer experiences and trust. A conceptual analytical framework supported by simulated observations is developed to evaluate the impact of open banking systems on consumer data control.
The findings indicate that open banking can enhance consumer empowerment by improving data accessibility, increasing service personalization, and enabling informed financial decision-making. However, challenges including cybersecurity risks, privacy concerns, regulatory complexity, and limited consumer awareness continue to influence adoption and trust. Effective governance frameworks and transparent data management practices are essential for ensuring responsible use of consumer financial information.
The study contributes to digital finance and financial technology literature by explaining how open banking reshapes the relationship between consumers and financial institutions. The findings provide practical implications for banks, fintech companies, regulators, and consumers seeking secure and transparent financial data management systems.
