Cyber Resilience Strategies for Critical Digital Infrastructure

Author(s) Prof. Jill Slay AM

Abstract The increasing dependence of modern societies on digital infrastructure has created significant challenges related to cybersecurity, operational continuity, and system reliability. Critical digital infrastructure, including energy networks, healthcare systems, financial platforms, communication networks, transportation systems, and government services, has become a primary target for sophisticated cyber threats. Traditional cybersecurity approaches focused mainly on preventing attacks; however, the evolving threat landscape requires a broader approach based on cyber resilience, which emphasizes the ability of systems to prepare for, withstand, recover from, and adapt to cyber incidents.
This research examines cyber resilience strategies designed to strengthen the protection and continuity of critical digital infrastructure. The study adopts a conceptual review methodology to analyse major resilience frameworks, security practices, risk management approaches, and technological solutions used for protecting essential digital systems. The research highlights the importance of proactive threat intelligence, continuous monitoring, incident response planning, system redundancy, zero-trust security models, and adaptive recovery mechanisms.
The analysis demonstrates that effective cyber resilience requires integration between technological controls, organizational preparedness, governance frameworks, and human capabilities. Although advanced security technologies provide significant protection against emerging threats, challenges related to infrastructure complexity, resource limitations, skilled workforce shortages, and evolving attack methods continue to influence resilience outcomes. The study concludes that a comprehensive cyber resilience strategy is essential for maintaining trust, availability, and operational stability within critical digital ecosystems.
