| Abstract | The rapid expansion of digital government services has transformed the relationship between citizens and public institutions by enabling online access to administrative, financial, healthcare, and social services. Digital identity management has become a fundamental component of these systems by providing mechanisms for secure authentication, identity verification, and personalized service delivery. However, increasing cybersecurity threats, privacy concerns, identity fraud, and limited user confidence remain significant challenges affecting the adoption of online public services. This research examines the role of digital identity management frameworks in strengthening user trust within online public service ecosystems. The study explores emerging approaches including centralized identity systems, federated identity models, blockchain-based identity solutions, and self-sovereign identity frameworks. A simulation-based evaluation model is developed to compare different identity management approaches based on authentication security, privacy protection, service accessibility, operational efficiency, and user trust enhancement. The simulated analysis indicates that advanced digital identity frameworks significantly improve trust and security compared with conventional authentication systems. Self-sovereign identity and decentralized identity approaches demonstrate strong potential by providing greater user control over personal information while maintaining secure verification mechanisms. The study concludes that effective digital identity management requires a balanced integration of technological innovation, privacy protection, cybersecurity governance, and user-centred design principles. |
