Artificial Intelligence and the Transformation of Human Resource Management

Abstract Artificial intelligence is reshaping human resource management by changing how organizations attract talent, evaluate performance, develop employees, forecast workforce requirements, and provide internal services. The transition extends beyond process automation because artificial intelligence enables human resource functions to move from largely administrative and retrospective practices toward predictive, personalized, and evidence-informed decision-making. At the same time, algorithmic decision systems introduce concerns relating to fairness, transparency, privacy, accountability, employee autonomy, and the quality of managerial judgment. This study examines the transformational role of artificial intelligence across major human resource management functions through an integrative conceptual analysis supported by a transparent simulation-based comparison.
The analytical framework evaluates recruitment, performance management, learning and development, workforce planning, and employee support under conventional and artificial-intelligence-enabled configurations. Illustrative capability scores are used solely to demonstrate the analytical framework and are not presented as empirical organizational findings. The analysis suggests that the greatest potential improvement occurs where artificial intelligence combines large-scale data processing with human contextual judgment, particularly in workforce planning and recruitment.
However, technological capability alone does not ensure responsible or effective human resource management. Data quality, algorithmic validation, explainability, employee participation, governance, and continuous human oversight remain essential. The study concludes that the most sustainable transformation of human resource management is based on human–AI complementarity rather than substitution, with artificial intelligence serving as an analytical and decision-support capability embedded within accountable human resource governance.
Keywords artificial intelligence, human resource management, HR analytics, recruitment, workforce planning, employee experience, algorithmic decision-making, human–AI collaboration.
